I don't know, if you could get enough force behind the Impellers it could work.
The force would be a problem though.

What a delightful aircraft, but I suspect it would have suffered from the same problem as DaVinci's helicopter design. The real challenge would be finding a steam engine both sufficiently powerful to drive the impellers and light enough to be lifted. Probably wouldn't work... Sad

It wouldn't work because the propeller design is inadequate to move large quantities of air. It works fine in denser mediums, but it is horrendously ineffective with air.

It looks more like a ground vehicle. The Russians built some with screws like this as ATV's got the links on the wiki some place.
