What would you draw on a plain white face mask to make it look steam punk?

One of those medical fiber masks? Very Victorian, draw a Paisley pattern on the mask with a marker in black and white . Even easier, find an old handkerchief and add it on top of the fiber mask.

https://en.m.wikipedia.org/wiki/Paisley_(design)

You can also draw buttons or rivets around the edge. Holes or grooves drawn into the the fiber. A coat of arms could be drawn as well (in Paisley mode). You may want to glue black or brown piping around the perimeter of the mask, and for a feminine wearer you can add small bows to the edges to match the piping.

If not cloth, maybe you canccut strips of copper colored tin foil tape (available at Walmart or Tesco), to lend to imitate a metal frame around the mask.

PS, I also particularly like the Plaid pattern cloth masks. If I didn't have to ride the bus, and instead I drive a car, I'd probably be wearing a patterned cloth mask with a fiber filter. The aesthetic heights that cloth masks are achieving now is quite impressive, but most cloth masks are not good enough for COVID.
