This was from the comic book publisher Dynamite Entertainment, and the characters included were characters that Dynamite had under license for other comics, so the series included steampunk versions of characters like Sheena, the Green Hornet, and the Six Million Dollar Man. It's a nice example of how modern (or vintage) characters can be modified to fit into other settings and time periods.

I just did a search on the distributor that supplies my comic shop and found that the series had tie-ins to Red Sonja, Green Hornet, and Vampirella. Online sources say that the characters also included Flash Gordon, Dr. Moreau, Captain Victory (golden age comic book superhero), the Six Million Dollar Man, The Phantom, Zorro, and the Silver Star (eighties Jack Kirby indy comic superhero). I was unable to find a single web site that listed all of the characters, and my list is probably not complete.
