I had this random thought will thinking of Game Of Thrones and Daenirys Targaryen's Awesomeness ( although a bit extremist off to late as of French Version Season 7 Episode 4-5).
Off course, no need to scale the scenario to the GOT Setting. It is obvious than a pseudo modern army can handle three dragons. It is a full fleet of them that would be interesting.

It Depends™
One must first consider the size of the dragons , and how many are to be used in the engagement.
Then one must consider the competency of the Steampunk Army Leadership -If it is led by the likes of George Armstrong Custer, or most of the British Generals of the era, they will certainly lose.
Lastly one must consider the intellectual capability of the dragons (they are certainly sentient, at the least) and whether they are capable of and willing to work in a cooperative effort.
Lastly one must consider the strength of the dragons armor and the capablities of the Armies weapons - common rifles would almost certainly be inadequate....

It all depends on logistics. How much someone eats and consumes supplies. Napoleon seems to have won the battle of Borodino. But then began to lose battle after battle, from the "losers" of the Russian army. I don't know who's more cute.

It depends. On discipline, courage, and resolve. Which themselves probably depend on training, leadership and the element of surprise. Infantry should form a square, hold the line, and fire a volley on command. Artillery should load grapeshot and fire at will. I suspect the best tactical use of dragons might be to rout the enemy cavalry. But, I think this the best answer: Dragons. Dragons always win.

Napoleon or the Russians?  Again online translator shows miracles?  From the field of Borodino, the Russian army retreated. So she lost and the losers. But then, Napoleon had "suddenly" started having problems with the logistics. And the Russian army (which lost) was to destroy Napoleon's army.

Which brings me to our first example: a GoT dragon would be a wreck, and when someone in a certain urban fantasy discusses a dragon appearing, it would theoretically cause terrific collateral damage, but eventually helo gunships would come out on top. But, a Rifts or Kaisers Gate dragon? They not only can talk, but can plan, learn to use technology (if it's made big enough for them), shapeshift, and learn a lifetime of magical training, and require colossal firepower to slay, able to regenerate even horrific wounds if they couldn't resist it. Some actually command nations, like the Council of Wyrms in Kaisers Gate, or Plato in Rifts. Dragons. Dragons always win.
Again, canon - I've had first level players who could tell you better than that. Not to mention how frequently Rifts dragon hatchlings naturally deselect themselves.

Oh this fellow is a beauty! (I want, I want!) I think it would depend on what SP army was in the frontlines... Would it be Airships? Dirgibles? ground steam powered arms? Would the air krakens be joining in with their big brethren the dragons? Like the others have stated logistics, logistics, logistics would be the ultimate determining factor that would be making the final decision. (Coin toss anyone?)

And then you get the dragons like Lord Toruk the Dragon-father, who actually have their own steampunk army. And navy. One of his top-ranking officers is Lich Lord Venethrax, who is tasked with seeking the Dragon-father's progeny and foiling their plots, being the only being who has fought a dragon to a draw.

Kerosene-powered mech suits with mounted pom-poms and energy weapons like laser, plasma, radium, and Tesla would most certainly give dragons a rough fight. And certainly, warships firing flak cannon would e hard on the dragons, too. But I don't think revolver, lever action rifles, pistols, and most Victorian arms would be effective against Dragons, too
