Hmm... That sounds like quite the challenge...

Perhaps configured in a way that they become "safety pants" for aeroship workers? A small, belt-mounted canister of compressed helium or hydrogen which, when activated, would inflate the trousers thereby slowing the falling person's descent to a non-lethal velocity? Or otherwise designing them to be literal parachute pants...?

I think we should break it down, hammer out the details, record our results on a typewriter...

Actually, based on the color palette of the abominations Hurricane Annie presented us with, that was the first thing that came to my mind, as well. I just couldn't think of how to "19th Century" up the clothing styles, hence my appeal to the professionals.
