(My first thought was that he's a clockwork peacekeeper/enforcer, but then I noticed that zippered mouth, and now...Well, let's just say that baton got a whole lot more sinister...)

Well, if it were a character in a story of mine, "Filth" might be a common street-name (used by the ruffians of the lower classes) for the new Clockwork Constabulary utilized to enforce order--brutally--in the slums of Whitechapel after the failure of the police to apprehend Jack the Ripper, as a way to differentiate this new, unwelcome "army" from traditional, flesh-and-blood Peelers.
