Don't know if the experiments were successful, but they seem to have been going about it right. I wonder if they were counting on colder, thinner air, or attenuated gravitic effects from the altitude, but here is a pic from an earlier episode:

I have a memory of old films where the rocket packs were worn with ice skates out on a frozen lake to propel the ice skater at a high velocity to set land speed records. Never intended to lift the wearer.
