Perhaps they are "Ladies with nice personalities"?  ;)

Although I suspect the real reason is they are contestants in a body-only Beauty Pageant - the background suggests it's a post-WW2 Holiday-Stalag, where such non-PC entertainment would occur.

I wonder how one would accomplish that...
Turntable under a sheet of plastic, time it to stay ahead of the fall?
OH! I know! Strings attached to each domino that tighten and loosen in sequence so that none of them fall off!
(I'm guessing this is actually an image loop combined with an image splice...)

i know it was ages ago you asked but if you still want to know, it must be a small piece of metal in the bottom of each domino and there is a magnet on an arm which turns at the right speed bellow.

Snowball effect. Someone did something odd to stand out from the crowd. Then everyone jumped in, and kept trying to one-up everyone else. Before you know it, the weirdness is considered normal, and you have to do something spectacularly odd to stand out. And so the snowballing continues... ::)
