In the interest of getting things moving, and with a view to tradition, I did a search for "Pink Steampunk" on ebay, out of the 192 results, here is the pick of the crop. Best "this is not Steampunk", "Best This is not a pirate", maybe a chance to being Visual Kei with all the colors and girly character - and maybe not, ha,ha,ha. Visual Kei literally means "visual system" or "visual method". The closest analogy is Glam Rock in the West, but David Bowie's "Ziggy Stardust" was a very muted character compared to some of these artists / bands.. and this is Japan we're talking about, so it involves some traditional cultural aspects of Japan and medieval notions of alternative beauty for some segments of the male population (heterosexual or not), namely gender bending and sometimes even cross-dressing. As far as reception, the characters end up being regarded as pop idols (think Justin Bieber). Oddly enough in some of the current bands there is enough Victoriana fashion by way of Lolita fashion incorporated into Visual Kei. The picture doesn't reflect that aspect at all though...
