What kind of paints do people use when modding things like nerf guns? I have tried using normal plastic paint(the name is escaping me now), but it comes out odd, any suggestions would be appreciated!

Don't mod a nerf gun, then you won't need paint. This is the ultimate solution.

Two things that come to mind are that Nerf may have started using a type of plastic with which your paint is not compatible, or that a surface coating, like a finish wax, or a molding release residue, is causing the problems. The latter seems like the easy one to start with, by doing some tests of fine sandpaper and non-attacking cleaners (alcohols, detergents, mild degreasers).

I am using a brush, and it is entirely possible the plastic won't take paint very well(btw it's not a nerf gun, more like a cheap 5$ plastic gun I got at the dollar store  ) |

I have found that spray painting a gun black, and then using light coats of hobby metallic paint works exceedingly well for an aged metal look. painted some stuff earlier today, looks awesome.

One of the most important things when painting plastic is to thoroughly clean it before you start. Plastic moulding are usually coated with a release agent as part of the manufacturing process which will very effectively stop paint from sticking to the surface. A thorough scrub with warm water and detergent should fix this.

Are you using an primer/undercoat first? Painting straight on to plastic comes out streaky and the paint won't 'take'. I may be stating the obvious but you haven't said anything about a primer coat.

Spray primer would be easier and give a better cover. Ideally you should undo all the little screws holding the gun together..seperate all the pieces and lay them out and give them a good, even base coat with a primer. If you're going to go for the 'aged brass' effect use a dark colour (black, brown, dark green etc) then dry brush over it when it's dry with brass coloured paint. The crevices and detail will still be dark and give it an aged look..or a verdigris stained look if you use the green primer. if you're planning to paint it a bit more detailed you may want to stick to a white or light grey primer.
