I'd get a pin vise and drill two holes, one there and one right up there around the bit with that little end-thingy. Then I'd make corresponding holes in the case, and rivet it on.
Just remember that you want the holes to be there, and there. Put them anywhere else and you might as well melt the whole thing down.

A couple of questions before we begin:
Do you have a sketch as to the full design? Will you be adding more? Do you want them on the front? Back,middle? Will placing them in any area(front,back) make it difficult to open or wear? Could you also provide pics of the watch open & possibly with the back off? Also,show a pic of what the items look like by themselves.

is that a steel case? You'll need to take the innards out before you heat it, and I think you'll need to braise the rods onto the case

...or rather, braze. With a brazing torch. Middle ground between soldering and welding. Seems to be the best solution. Use brazing silver, even though it's expensive.

Yes, braze, not braise. I can't in good conscience recommend braising a watch. If the high temperature searing doesn't ruin it, the simmering in broth certainly will. Odds are it wouldn't taste very good either.

Assuming that you want the tubes joined to the watch case at their ends you need to make sure that you get a very good 'dry' fit before you attempt a brazed joint, just cutting of the ends square and attempting to fix them on with a big blob of solder won't work and even if it does it will look horrible.
The best method to achieve this is with needle files, keep offering the parts up to the joint and file off a bit at a time until you get a good fit. .
Another potential issue is that the case looks like it might be plated, nickel plating should be ok with the right flux but chrome plating will need to be removed as solder/braze won't stick to it. The simple solution is to remove the plating at the joint, although removing it neatly might be a problem.
