Perhaps those little round numbered things in the jar get carried around in the three slots in the wheels in some manner?
I see a hole behind one slot in the topmost wheel, where those little numbers might enter the system. And two changeable wheels with different numbers of slots.
Is it some sort of calculating engine?
Either way it's very nice looking.

It may be pointed out that the real Milton Bradley founded a company based on his initials.
I'm guessing that the output of this company is not the same in the Colonies as it is in Blighty, despite Mr Bradley being Maine born and bred. Otherwise I believe that the form of this wondrous distractive device would be instantly recognised.
