Shuggo I simply love your use of the runcible, it's truely one of my favorites.
At any rate, I will go with Barbican station, and immediately take the actions of set up game of chance and invoking rush hour. This means that I can generate income from my game of chance while all other actions by myself and others in nonruncible play must be done in triplicate. This has the effect of making any action take at least two turns to complete, except passive distractions such as games of chance and street musicians.
