The two panels (1st and last) have shown up before, usually the 2nd one is sort of a gag (see 'does this dress make me look fat?' and 'so you see, we're all muppets!'...  I still want to know what Gotts' little fish in trousers is going on in the museum...  but that's the nature of the strip, always leave 'em wanting more...

Most of the action is in Central Europe. Paris rules part of France independently, and much of Italy, Iberia, and Scandinavia are outside Wulfenbach territory. The British Isles are separate (and largely underwater), bit there is a considerable Irish presence on the Continent. Asia and Africa are reachable but distant, and the Americas are out of contact for some reason, although Bill and Barry went there and Thundering Engine Woman went to Europa in the previous generation. Very few people know of Skifander, and even fewer know where it is.

I wasn't aware of any recently discovered dwarf mammoth species. The Wrangel Island mammoths (which did survive into early historical times, although no European seems to have noticed) were only about 6 foot tall at the shoulder, but that is likely to be environmentally / nutritionally stunted growth instead of actual dwarfism. Now, if you want something neat, look up Elephas falconeri the Sicilian Dwarf Elephant. About one meter high at the shoulder, their skulls probable inpired the legends of the Cyclops. The Mediterranean islands had swarms of insular dwarfed elephants back in the day. None of them mimmith sized, though.

Jäger Generals are old, Higgs has known Mama Grkka for years, from what was said this would make Higgs the Heterodynes Spymaster. He would know the castle better than anyone, and may have secret orders from Bill and Barry separate to the other Generals. Maybe he saw Mama through transformation, she is his daughter
If he is a Jäger, well Green Hair would be a turn on.
Old Man Death may be his son/grandson etc. the Jäger changes are not genetic, but Higgs would have been unusual BEFORE the transformation.
This still leaves Tarkek in the running to be Barry Klause.
