My worry is whether or not the lab was found. Since if it was. Well... Lucricia would probably have ordered the 'Good' Baron o murder punch and judy. No ambiguous wording. NO loopholes. 'Kill Them'. She's fully aware of narrative causality and how often heroes tend to find wiggle room.
She might even be setting herself up as a stabilizing force for the Baron's empire. Taking his extreme measures to the logical conclusion in hopes that he both would actually find himself agreeing with her in spite of knowing better (makes for a better slave that fights less.) And it gives her redeeming features to keep from becoming the evil villain that goes splat.

Not to mention hell bent on saving his son. A most dangerous opponent especially because of that. Also one that own't bother talking or negociating... and has had twenty years to figure out where the city's defenses are.
