Dunno if this has been mentioned already but from what I've seen Final Fantasy IX came across to me as the most Steampunk of the series. Also possibly the most underrated.

City of Heroes is free now. As a games-designer, I would lay good money on at least 90% of those items shown above being 'premium' and not free. Okay, I like the idea of a one-off fee to unlock just the bits you want, but it has been a while since free truly meant free...

I ended up trying it and I actually wasn't very impressed by the premium elements marked 'steampunk' compared to the free ones. I did fancy a cloak / cape, but that was the only premium thing I wanted.

I'd add the excellent Planescape Torment, and the Fallout series.
fallout is definitely not steam punk maybe diesel punk. no not even that. its sci fi. takes place in the future. based around post apocalyptic nuclear disaster.

Good evening ladies and gentleman, I'd like to share some of the steampunk influenced bits of a RTS computer game mod I'm building. It's FREE and OPEN SOURCE, so please forgive the amateurishness. Imperial II - RTS (For MegaGlest RTS open-source engine)
About Glest, MegaGlest,.... ( http://megaglest.org/) Glest was a real-time strategy game made by some nice chaps a few years ago as something of an apprentice piece. It is my sincere hope that by posting about Glest I can increase the fan base of this excellent RTS but little known game engine. It's kind of like age of empires or warcraft but with quite a lot of originality too. Being star programmers and designers they got nice cushy jobs a major games houses and so Glest stagnated. But it's Open Source and they gladly let others take on development, becoming what is now to 'forks', MegaGlest and Glest Advance Engine (GAE). My mods work best in MegaGlest. Because it's open source and designed to be modded, you can create your own battle sets, tile sets, etc. There are many mods, several by me, ranging from si-fi to cold war to ancient. Imperial II Mod My latest mod is the second installment of my first which added a medieval/steampunk faction called Imperial Faction. There are two factions, one primarily Western in influences, one borrowing heavily from ancient and medieval China (think rockets, repeating crossbows, gunpowder etc). Release is in a few weeks - I can post download links here then if there is sufficient interest Imperial FactionThis side is inspired by late medieval Europe, with Hellenistic and ancient Chinese hints. There's also lots of steampunk creeping in, in a Castle in the Sky way (I am a fan of Hayao Miyazaki) with Steam power, difference engine, Edwardian style war kites etc. WarlordsBased on Ancient/medieval Chinese influences, this side is mainly historically based, but with steampunk aircraft and units added to ensure it works with Imperial Faction. Lots of rockets and stuff.  Some unit models (not shown in-game): Steam powered trebuchet. I love trebuchets - this one has a fixed counter-weight but can rock backwards and forwards. The steam power is just for reloading and mobility  Man at Arms. Not strictly steampunk, but hopefully compatible with tastes  War machine. Steam powered siege engine/tank. Some clear Greek trireme influences.  Cloud Galley. A bit like a steampunk bomber.  Moving Castle. Very heavy steam tank with poor mobility, based losely on the WW1 Russian Tsar Tank. I quite liked it, after I tweaked the graphic setting files... but it's sadly a really short game, even with all sidemissions..

Now I'm on holiday I finally got to play Gears Of War 3 after waiting two and a half years or so. Although I was unpleased with the ending, I found it pretty enjoyable. True to form they included some vehicular play, also a level in a submarine and a short but enjoyable bio airship ride.  Warning: inevitably contains an irritating voiceover, bad language, violence and Gasbaggy destruction!

Not seen it mentioned so thought I'd bring up Limbo! I think it has a very steampunk feel, save a few bits that might be better classed as dieselpunk.
It's a puzzle-platformer using mainly black and shades of grey.

Speaking of Guildwars 2 (fanboy moment) check out the "human" species clothing options. They looked VERY Victorian to my eyes when I first looked at them... Each race has it's own feel to it, and some are quite 'punk'.... Humans are Steampunk, the Char are looking fairly Industrialpunk, the Asuran are... "magicalpunk"? Not sure about them... the Sylvari are plants and the Norn are the big scary nordic folks. Either way, GWII looks to be fantastic (and is entering beta this month!). ~Longeye~
