As a possible defensive unit (Note I do not claim this as a weapon) a 12" steel ruler can be quite effective. I regret to admit that two blocking moves and a strike down the Sturnum produced a result allowing me to retire gracefully.
And in keeping with the whole SP concept a wooden folding rule will look the part and can be used as effectively.

This hasn't been posted on in a while so I'm going to try to bring it back. Would a hammer similar to this be considered steampunk? I made one a while ago but mine has twine wrapped around half of it.

To my eye, not so much. Give it a machine-turned oak or walnut haft with brass ferrules, and maybe replace the thong with braided brass cable, and you might be heading in the right direction.

I have to agree here. The only way I could see this working would be if it was modified as von Corax said, or as part of a steampunk/"weird west" Native American outfit. Unless you happen to be a time-traveling caveman, in which case it would definitely be appropriate.

I have to agree with the others. It's just a bit too primitive and rough. A machined shaft and replacing the stone with a large brass or cast iron gear, and it'd definitely be on the right track. Example of what I mean: http://2ndhandcreations.blogspot.com/2012/02/gear-head-mace.html

The concept seems simple enough.. I think the release could be improved upon, making it more similar to a regular crossbow.
