I have a prop that I want to generate a constant, low-decibel, low-frequency "hum". (Well, the best low frequency that a cheap hobby speaker can generate.)

I'd like to not use ICs, if possible, and I'd like it to be reasonably simple.

Bonus points . . .
  • if the frequency can be adjusted by a variable resistor
  • if the tone "warbles" a little
  • if the same circuit can be used to drive a flickering LED

Hello!

Have a look for '555 circuits' on the Goog.
This chip is very versatile and can do all of the things you need, one way or another, with only a few extra components.

Ask around for someone who received one of those "greeting cards with sound"  they usually throw them away eventually anyway.
take it apart and play with it. you'll find it has a memory chip with the song, you may be able to "diddle" it.
