Pax Britannica is pretty fun. The setting is an alternate history where the British Empire's investment in steam and arcane technology led to it's establishment as a Big Brother style global government.

I realize it is not an RPG, but 'Dishonored' has to be one of the coolest Steampunk-esque games I've ever seen (although arguably it might be closer to dieselpunk, but you should check it out for yourself to decide). And as long as I am straying from strictly RPG-games, I cannot help but also recommend Bioshock: Infinite, an amazing game, with a lot of Steampunk elements, fun gameplay and an interesting story.

I'd say Dishonored has some fairly strong RPG elements. The first one is the thing that made me realise how amazing steampunk is!
