So big huge earth shattering war happened. Mad Max happened. And now time enough has passed that civilization has actually had a chance to rebuild to a degree that it's recognizably not scavenging off the old for Everything.

This world has magic common enough for mundane tasks, but i want it to be basically kind of a side note, a thing that exists rather than the central thing the world pivots around. I want things like in-door plumbing, telegraph/teletype between large enough cities, Men of Science trying to figure out why people of the Old World did things the way they did, and ways to have Science pick up the slack Magic has left behind

Specifically the setting itself will center on a city that grew up and over the ruins of one of the completely flattened down to nothing cities. There's like old things beneath but largely it was what was left of several populations bulldozing and building in the best local spot. There are things like local mail couriers, teletype/morse for 'long distaince' and other things.

The thing is I don't know how such a city would be lain out. Disregard magic and think mostly in terms of late 19th century cities that either were constructed or had to rebuild. Any magic in the setting is very 'mundane application.' There's guns, artillery, and the like so the traditional walled cities of yor aren't a thing. There's trade, farmers that go into town to sell and buy, police, fire, the thing is i want it to feel kinda modern but still feel more Steampunk urban than Modern Urban.

Also tea and coffee houses are kinda big since tea especially is fairly easy access. Trying to think of local industry and not coming up with much beyond being a good location for trade. Possibly it'd be good for livestock but I'm still up in the air on rail or other rail-equivilant travel. I just know it's not especially close to mines or other resoruce rich deposites on it's own and it's landlocked. So not nearly as big as it COULD be. IT's just within a few days travel of several other places that actually have manufacturing or to where active recovery of old world materials is still in progress (it'd be like post-mad max recovery world scavanging Chicago. IT'll take awhile and even a few generations later people find things.)

Is there a product available  locally the at might be in short supply else where?  All towns and cities develop around a resource.

Arable land for livestock/  agriculture .  Spring water.  Coal. Oil.  Iron. Flax. Rock. Wood. Flint.  Religion. Coastal access. Strategic military  base. Minerals.

Originally itd be common area for farmers to bring their stock and other oddments however it's on a place that has decent trael time between destinations. So while it isn't something major on it's own, it's on the way TO destinations meaning it is sorta country but hopefull not TOO country.

not much help here, but when I see 'post-post' apocalypse, I think of 'A Canticle for Leibowitz' - might be some ideas there...

If it's a crossroads/rest-stop/supply-depot then maybe there could be an up-and-coming entertainment industry for travelers passing through? Casinos, saloons, brothels, a boxing arena, music, dance?
