I ve been making Steampunk guns for quite a while, but my new project requires a box to go with it

so ive made a box up for it, now the question is how do I make the interior

do I go for all wood with felt in the holes where the gun parts are going to be or do I make the interior all out of felt

I have used foam to fill the box with cut outs for the guns.  This wrapped in suitable fabric.  Works pretty well.  Easy to do.
Here is one project that I did that for.

I was going to say the same thing Maets said. You can buy some couch foam and cut it to shape. I've heard you can than just use spray glue on the foam and the fabric and press the fabric into the shape you want, often pressing the gun down into the fabric to make it conform perfectly
