I am trying to find some sort of T tube connector like this I just screw on  , a hinge joint connector ( ideally i can tighten / lock place ) and a pivot joint that will allow only left / right movement

I was planning on using this with carbon tubing 22.2mm (ID) / 25mm (OD) or alternatively 26.5mm (ID) / 29.3mm (OD) , 28.5mm (ID) / 31.3mm ( depending on what is available )

you can see the whole range here

Has any one see sources for anything like this ( it can be anywhere ) ?

The item in the image from Ehow can be found, obviously,in tool stores-mainly HarborFreight here in the US for pretty cheap.

Many boat and sailing yacht hardware suppliers have many different types of fittings like that.
