My flimsy goggle-fu and old Cold War spotters guide suggests they are students at the Ryazan Parachute School atop a BMD-4.

Still no idea as to the source of the hilarity, as they are presumably routine cadets undergoing basic parachute training.
The only potential error might be that they're from one of the Spetznaz/Intel units who do use fit young ladies as operatives, who have just blown their anonymity for a PR photo.

Hmm, on further study - from Wiki:
Both primary armaments of the BMD-4 are all fitted into one turret known as the Bakhcha U (Russian: Бахча-У; "Melon field")
This unusual codename might have provoked a humorous comparison...

I was thinking there was probably something obvious that I was missing (I usually pick up on visual things easily, but I'm only human), or some cultural thing I'm unaware of, but I'll have to admit I don't get it either.

Humour is often a mirror of one's culture. What is funny to one people is not funny to another. Of course, I'm not condoning anything. I understand Ms. Walking Sticks indignation. As Ms. Walking Stick suggests, the assumed joke smacks of sexism. Such is the world in which we live today - but we don't have the right to point fingers at others. You see, we can't claim to be free of such behaviour ourselves, at least in other areas. You can see the trends in our own national news in other areas, like racial equality, and xenophobia for example. The trend is to go back in time.

Religious wars, nationalism everywhere, xenophobia, you name it, the World has it. The other day I overheard a grandfather at a local deli explaining to his grandchildren why men are smarter than women - right in front of the parents. As I listened with my jaw on the floor, he calmly explained to the kids that the cranial cavity of the human male is larger than that of the female, and thus men must be smarter than women - with approving nods from the mother!!!  

So do we have the right to point the moral finger at others? Do we have the moral high ground? Pffft! What a joke.

But I digress. I think for one to get the same joke in the West one needs to look at a far more extreme example, one coming from the Land of the Rising Sun:

Now, we may consider the example I gave above hilarious, for reasons that we think are obvious. But is the cartoon series sexist and condescending? I would say yes, in many ways, actually. And worse, I'd say. For people living through a civil war, for example, children in the Middle East wielding weapons and actually having to kill others for survival, this cartoon is anything but funny... And yet, I find I would be very hypocritical if I told you I don't find the cartoon hilarious. It's all a matter of perspective.
