Thanks for posting the link. Now I have it too.  Transparent icon labels are built in to XP and Vista, Windows 95/98/Me/NT/2000 all need a little program called TransText to do the same thing, http://www.realityrift.com/applications/transtext/I thought I'd answer the question since I've recently used the program on a lot of old computers running Windows 2000 to make them look more like XP.

From the dialogue box it appears that you are already running XP so Transtext is useless. What you need to do then is right click on "My Computer", choose "Properties" then navigate through the tabs to "Advanced". Look for the bit that says "Performance", choose "Settings", and then make sure that "Use drop shadows for icons on the desktop" is enabled. All the labels will then be transparent.

Most of Dr. Steel's "propaganda" posters are more dieselpunk-oriented, resembling German, Maoist and Stalinist propaganda of the 30s. Last night in a dream I had an idea for a more steampunk-oriented poster with a more 1800's inspiration, and came up with this idea (which I then made into my desktop image):
