Someone knows a page or something where there is a tutorial or how to make a Steampunk Harness ?

The cheap way would involve a couple of old belts and a pop riveter.. the more expensive option would be based around a ready-made harness such as those from Occidental Leather (http://www.bestbelt.com/product/belt-free/index.html) or similar..

You might also want to research military gear and shoulder holster rigs. These examples look somewhat similar to an older-style double shoulder holster harness, although those often have a more tailored section down the front of the chest, rather than a simple strap. The backs of these examples are also reminiscent of both leather braces and fetish/BDSM harness, in the classic leather man style. Try an image search on "Folsom Street Fair" for some examples of the latter. Don't do it at work.

A leathercraft  supplier should stock al the bits and pieces you need to make something like that, most places sell pre-cut strips for belts and saddlery . Although you could use pop rivets saddlers rivets or chicago screws will give a better result.

That one looks a bit like it also has snaps on the shoulders, presumably to make it easier to get on and off.

Its probably a good idea to make a mock-up out of something like nylon webbing first to get some idea of the sizeing.
