Yes and no.
That was not the original plan, but by the time the show was filmed the Doctor had a granddaughter.
According to "Doctor Who" canon, he had progeny right from the start.

Although I did like Will in Stranger Than Fiction but it doesn't sound like it's going to be like that.

Yeah, it's the only really good work he's done.  But I noticed that it also took Maggie Gyllenhaal, Emma Thompson and Her Majesty Latifah to make it work.
