Yes and no.
That was not the original plan, but by the time the show was filmed the Doctor had a granddaughter.
According to "Doctor Who" canon, he had progeny right from the start.

Yes and no.

OK but I do not believe he does any mucky stuff to get them.
They probably mind meld and do the rest with test tubes

Yeah, it's the only really good work he's done.  But I noticed that it also took Maggie Gyllenhaal, Emma Thompson and Her Majesty Latifah to make it work.
