I highly recommend The Death of the Necromancer by Martha Wells. It is not strictly steampunk, since it occurs on a world other than earth and does (as you’ve probably guessed from the title) contain some level of magic. However, the world in which it does take place has a distinct Victorian Europe feel and the level of technology represented appears to be much like that of Europe circa the 1850s.  It likely won’t be to everyone’s tastes, but definitely worth checking out.
