Whatever it is, it's well done. I know it's a stretch but it made me think of Diego Rivera.

Is it Decoupage? I thought that was just gluing pictures and 'scraps' onto existing object? I'm thinking of a craft I did when I was in the Brownies (oh my) when we had several copies of the same image, cut them to represent depths of the scene and then stuck them down one by one with separators between them to add depth. Confound my memory!
